HOA Pre-Approval

A homeowners association provides regulations and guidelines for the members of its community, with the aim of preserving and enhancing its property values. Most guidelines are appearance-oriented, which is why homes within an HOA-governed community are uniform in appearance. Changes to the exterior, in particular, has to conform to these rules.

Asking for renovation pre-approval from the HOA is important because the board can force you to redo your project if it doesn’t comply with the rules. It helps to think of them as a localized version of building codes. Renovations that involve changes to load-bearing walls, the exterior (which includes gutters), and plumbing and electrical services typically require pre-approval.

What Is CC&Rs?

Your HOA should have a set of documents called covenants, conditions, and restrictions or CC&Rs. It is a set of rules that govern what you can and can’t do to your home. Requirements vary across HOAs, so it always helps to read the CC&Rs before you start planning changes to your home.

What to Do If Your Project Needs HOA Approval

If your HOA requires approval for replacing your gutters or for installing a gutter protection system, the first thing you need to do is ask your HOA for project forms. Fill them out, attach required documents, and submit them to your HOA. It makes more sense to do this step before you hire contractors for the job because doing it the other way around might require a new estimate from your contractor — or even seeking out a new one — if the project requirements have changed. Your HOA may also require your contractor to submit detailed plans, even if it’s something as simple as gutter replacement.
